Pascal Lorot


Pascal Lorot has been the President of Institut Choiseul since 2003. This independent think tank is situated at the crossroads of government, administrative circles, academic, economic and business life; offering analysis of major international issues.

In 2003, Pascal Lorot has been appointed member of the French Commission of Energy Regulation by former French President, Jacques Chirac. He remained a member of this commission until the end of his term in April, 2010.

On April 28th, 2015, Pascal Lorot has been appointed by French President, François Hollande, as the High commissioner for France for the International Specialized Exhibition Astana EXPO-2017 (Kazakhstan).

Lorot’s past positions include: Chief of Economic Analysis at French energy group, Total (1995-2003), counselor for the Minister for Economic Affairs and Finance (1993-1993), counselor for the President of the European Bank of Reconstruction and Development (BERD – London) (1990-1993), a researcher at the French Institute of International Relations (IFRI), and the head of BNP bank in Moscow (URSS).

Mr. Lorot has authored 20 books on a range of topics, including the economy and international and strategic issues. He is the author of more than 200 articles published in specialized journals and press.

Lorot is the founder and director of the academic journal Géoéconomie and a geopolitical columnist at Nouvel économiste. He frequently writes in the French and international mainstream media.

He is also an economics PhD from l’Institut d’études politiques de Paris and a political science PhD from Panthéon-Assas University. He is a Knight of the Legion of Honor, a Knight of the French National order of Merit and of the Order of Arts and Letters.

Florent Vaillot

Mr. Florent Vaillot started his professional career in 1978 at the Ministry of Defense before joining the Ministry of Economic and Financial Affairs in 1997.

In 2007 he was appointed Secretary-General of COFRES SAS (Paris), a state-owned company that organized and implemented Universal and International Exhibitions in Shanghai (China) in 2010 and in Yeosou (South Korea), in 2012. Mr. Vaillot was appointed French pavilion director on these two occasions.

In 2013 he joined FranceAgriMer (Montreuil) as the Head of the Mission with operational control within the General Commission for France during the Universal Exhibition of Milan 2015 (Italy). In addition, he carried out the function of the French pavilion director.

Since the 1st of March 2016 he is the Deputy Chief Executive Officer of l’ADEME at the International Specialized Exhibition Astana EXPO-2017 (Kazakhstan), and French pavilion director.

Mr. Vaillot is a Knight of the Legion of Honor and of the French National order of Merit.

Head of Protocol and Public Relations

MalgorzataMalgorzata Thouard

Malgorzata Thouard is a graduate in oriental languages and civilization with a post-graduate diploma in linguistics. She has started her professional career working for communication agencies conducting projects focused on Eastern Europe and continued by building up solid experience in Kazakhstan, enhancing its cultural and scientific profile. Media success of numerous events that she organized in France, Africa and in Kazakhstan gave Malgorzata Thouard an opportunity to make a very strong connection with this country and to develop friendship with the Kazaks.

In 2006 she began working as an independent consultant. She also held position of Vice President of a large Kazak group, responsible for business development in Europe and in Africa. This experience allowed her to get to know the wheels of the operation of a company in Kazakhstan. Her activity favored bilateral exchanges between institutions or enterprises based both in Kazakhstan and in the West. This mission consisted in helping them getting acquainted and facilitating their installation abroad which required lobbing, managing and promotion skills.

In January 2016, Malgorzata Thouard has been appointed Head of Protocol and Public Relations for the French general Commission for the International Specialized Exhibition Astana EXPO-2017.

Coordination Director

KaterinaKaterina Komissarova

Katerina Komissarova, originally from Saint Petersburg (Russia), has started her professional career in 2005 as an independent consultant. She worked with the private sector for numerous international companies specializing in tourism and transport. This experience has allowed Katerina to stay in such countries as Finland, Sweden, Norway, Germany, France, Thailand and Indonesia.

The greatest passion that she has carried out through her career was international diplomacy and politics. In 2013, she chose to continue studies in a French university.

Today Katerina holds a Master’s degree in European politics from l’Institut des études politiques of Strasbourg. Throughout her studies and career, she built up solid experience in Relations between CIS countries and the Western world, the EU in particular.

In 2015 she had position of consultant in French think-tank “Fondation pour la recherché stratégique” (FRS) where she brought her contribution to Ballistic Missile Defense research. In November 2015, she joined the UN for a COP 21 mission.

In March 2016, Katerina has joined the team of the French general Commission for the International Specialized Exhibition Astana EXPO-2017 as a Coordination Director.
