High commissioner for France
Pascal Lorot has been the President of Institut Choiseul since 2003. This independent think tank is situated at the crossroads of government, administrative circles, academic, economic and business life; offering analysis of major international issues.
In 2003, Pascal Lorot has been appointed member of the French Commission of Energy Regulation by former French President, Jacques Chirac. He remained a member of this commission until the end of his term in April, 2010.
On April 28th, 2015, Pascal Lorot has been appointed by French President, François Hollande, as the High commissioner for France for the International Specialized Exhibition Astana EXPO-2017 (Kazakhstan).
Lorot’s past positions include: Chief of Economic Analysis at French energy group, Total (1995-2003), counselor for the Minister for Economic Affairs and Finance (1993-1993), counselor for the President of the European Bank of Reconstruction and Development (BERD – London) (1990-1993), a researcher at the French Institute of International Relations (IFRI), and the head of BNP bank in Moscow (URSS).
Mr. Lorot has authored 20 books on a range of topics, including the economy and international and strategic issues. He is the author of more than 200 articles published in specialized journals and press.
Lorot is the founder and director of the academic journal Géoéconomie and a geopolitical columnist at Nouvel économiste. He frequently writes in the French and international mainstream media.
He is also an economics PhD from l’Institut d’études politiques de Paris and a political science PhD from Panthéon-Assas University. He is a Knight of the Legion of Honor, a Knight of the French National order of Merit and of the Order of Arts and Letters.
